Promotional Agency For Development Of Micro Enterprises (padme)

INTRODUCTION

INTRODUCTION: Based on the survey of the Second IDP, compiled on May l994, about 25% or 30,000 of the total Tibetan refugee population in India and Nepal were of school going age (15 to 17 years). According to data from the Department of Education, 27,220 children were attending Tibetan schools. Rate of enrollment of Tibetan children going to schools fall in the range of 85 to 90 per cent.

Scope for higher education is limited. There were about 200 scholarships for further education (certificate courses to higher degrees) available each year during the Second IDP survey, which means that only about 10 percent of the young people have the opportunity to pursue any education or vocational training beyond school. Families of majority of these youth are coming from poor economic backgrounds and they cannot afford to send their children to college, resulting in the need of employment projects for the unemployed youth in our community.


NEEDS

The training and employment of unemployed youth is one of our most urgent tasks faced by our Community in Exile now. There is a study by the Planning Council that unemployment among the settlement populations is 18.5 percent, and among youth aged 16-25, it is only slightly lower at 16.9 percent ( l994). Thus one of the most urgent economic task facing the Tibetan

Refugee community, living in one of the most populated countries in the world, is the creation of jobs. This is necessary not only for economic and social reasons, but also to develop skills and expertise that can be transferable to a future free Tibet.

    There are 1,450 young Tibetan men and women seeking jobs, out of which 66 are college graduate as per
    statistics on 18th December l997.
    There is a lack of meaningful and challenging economic projects in the Tibetan settlements.
    We need to diversify our economic base, encourage a variety of economic enterprises, and foster economic
    self sufficiency amongst the unemployed youth.

The Planning Council is undertaking this project under the name of PADME (Promotional Agency for Development of Micro-enterprises), to create jobs for the unemployed youth in the Tibetan Settlements. We need your support for our Project PADME.

SUPPORT A NEEDY YOUTH TO BECOME SELF SUFFICIENT

1. Training fees for 6 months					Rs.  6,000.00
2. Travelling to training site & return to settlement		Rs.  2,000.00
3. Board and lodging during training 				Rs.  6,000.00
4. Stipend @ Rs. 200.00 per month				Rs.  1,200.00
5. Capital to start own business	
   (3/4 of the total requirement) 		         	Rs 112,500.00
6. Contingency    			                    	Rs.  5,000.00

GRAND TOTAL Rs 132,700.00 = US$ 3,405.00
